TMCCP Webinar: Digital Records Management with Megan Gregor, CMC, MLIS. 

This two-hour course provides municipal city clerks in Texas with a structured introduction to contemporary digital records management. It explains the nature of digital records, how they differ from physical records, and why managing them presents distinct operational and compliance challenges in local government settings. The course also outlines the broader shift toward digital recordkeeping, including the national trend away from paper holdings, and highlights the organizational benefits of thoughtfully planned digitization, such as improved access, reliability, and long-term preservation.​

Participants are introduced to core concepts and frameworks needed to build or strengthen a digital records program, including the distinction between simple document repositories and more comprehensive enterprise content management systems, the importance of standardized structures and metadata, and the application of retention, redundancy, and lawful destruction practices in a digital environment. The course concludes with a practical roadmap for moving toward a more paperless office—covering high-level steps for organizing existing holdings, establishing a digital repository, transitioning workflows, and aligning practices with applicable Texas rules for local governments related to electronic records and digitization.


About the Speaker:

Megan Gregor is the Founder and Independent Consultant of MuniRM, a firm built on more than 30 years of combined experience in municipal government, helping local entities make records management approachable, sustainable, and effective for long-term success.

A Certified Municipal Clerk in Washington State, Megan brings deep expertise in process improvement and strategic systems development, drawn from her 15 years of experience as a Records Manager, Deputy City Clerk, City Clerk, and Records Management Consultant. She holds a Master’s Degree in Library and Information Science from the University of Illinois Urbana-Champaign, which informs her forward-thinking and innovative approach to records management.
