Agendas and minutes are two of the most important documents created by a local government. They are the primary communication tool cities use to inform the public about the business being conducted by the city. These documents record what actions have been taken in public meetings. Because these two documents are so important, there are several laws that govern their development and retention. This updated webinar will cover all aspects of preparing agendas for public meetings and capturing the details of those meetings in minutes. You’ll learn how to create an agenda, what information agendas are required to contain by law, how they must be posted, how to design your agenda language with your citizen audience in mind, and many best practices and tips for developing an agenda preparation process that will save you time and keep your city compliant with the Open Meetings Act. You will also learn how to develop an efficient process for writing meeting minutes. We will discuss the various types of minutes, what information you are required to capture in the minutes by law, and records retention laws and requirements. Public meeting minutes capture the actions taken by the governing body. They are also a historical record of your local government. This course will help ensure you are creating and managing these critically important documents as efficiently as possible and in accordance with the law.
Our trainers will be: Erin Flores, TRMC, City of Farmers Branch Erin Flores began her career in public service as an Emergency Communications Dispatcher with the Abilene Police Department before transitioning to the municipal clerk profession in 2019. She earned her Texas Registered Municipal Clerk (TRMC) designation through the Texas Municipal Clerks Association (TMCA) in January 2023 and is currently continuing her education through Collin College. Erin is also pursuing the Certified Public Manager (CPM) designation to further enhance her leadership and public administration expertise. Recently, Erin was promoted from City Secretary for the City of Farmers Branch to Senior Management Analyst. In her current role, she supports a variety of strategic initiatives, organizational projects, and administrative support efforts. She values the opportunity to expand her knowledge of municipal operations and enjoys the diverse challenges that come with serving in this capacity.
Erin is passionate about commitment to municipal government and providing excellent public service. She is also a mom to three wonderful kids and a wife to an Emergency Communications Dispatch Supervisor, who shares her passion for public service. Joanna Mekeal, TRMC, Town of Highland Park In 2015, Joanna Mekeal began her career in the Public Sector at the Town of Highland Park. She accepted the Customer Service Representative position in the Utility Billing/Customer Service Department. She took every opportunity to learn about each department and the local government’s inner workings while receiving high customer satisfaction scores. In 2017, she was promoted to the Finance and Human Resources Coordinator position. She created the employee Wellness Program, transitioned to a paperless HR software, initiated the Town’s first Employee Assistance Program, and enhanced the annual open enrollment meetings. I was humbled when my coworkers nominated and awarded me the Employee of the Year in 2017. During this time, she simultaneously met with the Town Secretary to assist her with open records requests, attended Town Council meetings, and took minutes in the Town Secretary's absence. She also presented various items to the Town Council. In 2020, the Council appointed her as the Town Secretary. She was thrilled and immediately enrolled in the Texas Municipal Clerks Certification Program, receiving her certification in February 2024. In 2024, she onboarded the Town’s first open records software to better assist not only herself but also all departments. She is currently working on two elections and updating and implementing the Records Retention Program, which is presently older than her.
