Purpose

The scholarship program is intended to assist awardee with registration fees and travel expenses for the TMCCP Election Law seminar.

Maximum amount awarded: $500 per recipient, annually. The deadline for annual scholarship applications is June 15.

History

The Wall-Muncy Election Law Seminar Scholarship was started in 2023 by McCall, Parkhurst & Horton to assist Texas Municipal Clerks in receiving Election Law training. This Scholarship was named in honor of the two original authors of the Texas Municipal Clerks Election Law Manual.

Mary K. Wall, attorney, authored the first and second editions of the Election Law Manual, published in 1972 and 1988, with the annual supplements. Ms. Wall served as an assistant attorney general assigned to the election desk in the Texas Attorney General's Office from 1951 to 1967. From 1967 to 1970, she served as the first Director of the Elections Division in the Texas Secretary of State's Office; from that time through 1977, she was employed by the Texas Legislative Council, where she drafted the legislative bills that pertained to elections. Mary Wall later assisted in preparing the first draft of the revised Texas Election Code, which was submitted to the Texas Legislature in 1981. She retired in 1981 but continued to provide her expertise in writing the updates for this manual until 1990.

Analeslie Muncy wrote a supplement for the manual in 1996 and then authored the third, fourth, and fifth editions in 1997, 2007, and 2016. She was a past president of the National Institute of Municipal Law Officers; a past president of the Texas City Attorneys Association; and a past member of the Board of Directors of the Texas Municipal League. Analeslie Muncy worked in the Dallas City Attorney’s office from 1969 to 1991 and served as Dallas City Attorney from 1982 to 1991. In private practice, she served as city attorney to the Cities of Benbrook, River Oaks, and Haslet. She served as Director of Human Resources at the City of Burleson from 2000 until 2005.

Eligibility Requirements and Selection Criteria

  1. Applicant must be a current paid member of the Texas Municipal Clerks Association and shall have been a paid member for two consecutive years previous to application for the scholarship.
  2. Applicants must be actively pursuing certification or recertification in the Texas Municipal Clerks Certification Program.
  3. Scholarships will be awarded based on a combination of the applicant’s years of municipal service, membership in TMCA, Inc., and progress in the Texas Municipal Clerks Certification/Recertification Program.
  4. Preference will be given to applicants who have not received a previous award within the last three years. 
  5. Preference will be given to:
         1) city secretaries or municipal clerks;
         2) assistant or deputy city secretaries or municipal clerks; and,
         3) other TMCA, Inc., members

  6. Members of the current scholarship committee are not eligible to apply for a TMCA Major Scholarship

Scholarship Administration

Scholarship Committee will consider all applications, deliberate on the factors of eligibility, and designate the scholarship awards. The actual presentation of the awards will be held at the Annual TMCA Awards Banquet, held in conjunction with the TMCCP Advanced Institute. Scholarship winners will be notified that they have received a scholarship.

The Chair of the Scholarship Committee must receive all scholarship applications by June 15.

The TMCA, Inc., treasurer disburses scholarship funds to the recipient(s) on a cost-reimbursement basis not to exceed the amount(s) awarded. The recipient(s) shall be reimbursed for qualifying expenses incurred.

The recipient must submit the Request for Reimbursement Form along with a copy of receipt(s) to receive payment for reimbursable expenses.
